I've actually turned up two poems with the same name and as soon as I track down a bit more information (specially about copyright stuff) about them I'll post them here. Your lines seem to come from one called "The Thirteenth Lock" that appeared in a a book called "Ireland's Other Poetry - Anonymous to Zozimous" compiled by Jackson & McDonnell published by Lilliput Press. That one is definitely credited to Arthur Griffith.
But there is another one. Folks will be aware that there's a band called "The Spook of the Thirteenth Lock" [
thirteenthlock.net] who credit their name to the poem but it's a different poem and it begins:
Every night of the year about twelve of the clock,
The spirits and spooks of the dread Thirteenth Lock
Sit swinging their bodies a-this and that way
And singing in chorus "Ri tooril li lay."
